Programs in City of Heroes allow your game by Cryptic Studios to do specific things.  Most COH programs are actually encourage by Cryptic Studios.  City of Heroes Programs might give such things as allowing a player of Paragon City to have an extra item on their quick tab bar.  Or maybe giving your COH player the ability to quickly run City of Heroes emotes in game.  If there are new COH programs out there Tault.com will have them.
